May to September for the mildest weather.
Safety
Low violent crime. The main danger is the state - heavy surveillance (KGB still exists), arbitrary detention, and broad 'extremism' laws. Protests are violently suppressed.
Recommendations
Keep a very low profile. Avoid any political discussion or criticism of the government. Do not photograph government buildings or military sites.
Health and tap water
Tap water: OK in major urban areas; caution elsewhere.
Decent basic healthcare. Tap water is generally ok.
Entry and exit
Visa required for most. Can be denied for political reasons.
Laws
Strict 'anti-extremism' laws. Criticism of Lukashenko or the government can lead to arrest.
Other notes
Clean, orderly, and relatively cheap. Soviet-era feel with strong Russian influence.
